Graft in the department is rampant, and they don't seem to actually do anything to help the citizens they're supposed to protect and serve. His brother Royal has also moved up in the world, and is now part of an organized gang lead by the Playtypus. But life among the criminals of Paragon City has gotten just as dark and dangerous as it has among the heroes and police. The two brothers miss each other, but are both too proud to speak to one another.
